Re: New York State Fiscal Stress Monitoring System Report - Fiscal Year ending 2025


The New York State Fiscal Stress Monitoring System report for the fiscal year ending 2025 has been released. The New York State Comptroller has both constitutional and statutory responsibilities to examine and report on the financial condition and operating environment of local governments and school districts. In support of this responsibility, the Office of the State Comptroller (OSC) developed and implemented the Fiscal Stress Monitoring System in 2013. This report is issued annually and provided to school districts for review.

The Fiscal Stress Monitoring System evaluates fiscal stress from a budgetary solvency perspective and assigns a numerical score reflecting a district’s ability to generate sufficient revenues to meet its expenditures. In addition, the System assesses certain environmental factors that may affect a district’s fiscal condition, including poverty levels, class size, teacher turnover, tax base, budget support, and the percentage of English Language Learners. By design, the scope of this analysis is limited and focused.

For fiscal year 2025, North Colonie received a combined score of 15 out of 100, resulting in a “No Designation” status again this year. A “No Designation” score is assigned to entities whose results fall below the established thresholds for all fiscal and environmental stress categories.

The environmental points assessed for fiscal year 2025 are attributable to the following factors:

·        Student-to-Teacher Ratio: North Colonie was assessed 5 points in this category. Five points are assigned when the student-to-teacher ratio is greater than or equal to 12 percent but less than 13 percent. For 2025, North Colonie’s ratio was 12.1 percent.

·        English Language Learners: North Colonie was assessed 10 points in this category. Five points are assigned when the percentage of English Language Learners is greater than 5 percent but less than 9 percent. During this period, English Language Learners represented 6 percent of the student population.
