The Superintendent of Schools or designee shall be delegated the authority to make transfers of funds between budget accounts as provided for in the regulations of the Commissioner of Education and shall be required to report such transfers to the Board of Education after the filing of the independent audit report. All such transfers must be within the limit of the overall budget.
