There shall be equivalence among the district schools in all areas of support provided through non-Federal sources including teaching, administrators, auxiliary personnel, provision of curriculum materials and instructional supplies. To ensure this, each year the Superintendent of Schools shall consult about the equivalence of resources with the Assistant Superintendent for Curriculum and Instruction and Assistant Superintendent for Business during budget preparations.
